The ZIPO law adopted in 1974 enables the allocation of old -age pensions to individuals rated as particularly deserving of the country, without clearly defined and verifiable criteria.
Such an arrangement is a systemic departure from the fundamental principle of pension legislation, based on the length of the insurance period and the amount of contributions paid.
In a modern democratic and welfare state, based on equality before the law, this kind of regulation is unacceptable. At a time when we face the pressure on the sustainability of the pension system, the aging population and under -pensions of the vast majority of pensioners, it is imperative to eliminate any unjustified privileges, which is currently allowed.
The ruling coalition has adopted a new law on a pension supplement for the outstanding achievements in the field of art (ZDPID), which does not abolish these privileges but even expands them. Over 47,000 voters have filed a request to call a subsequent legislative referendum regarding this Act, which will be held on Sunday, May 11, 2025.
In the event that most voters will pronounce on May 11 against the Pension Act for Outstanding Artistic Achievement Act, on the basis of a clearly expressed will of the people, the Pension Act for Special Merit should be repealed immediately.
At the press conference, Andrej Hoivik stressed that the SDS deputy group also proposes a compromise solution to the government. “The last Janša Government for Olympic medals from bronze to gold has increased the one -off awards for athletes by 100% and we propose that the current government, if necessary, do similarly for culturalists and artists. This is very easy, only one article in the Prešeren Award Act changes.”
Otherwise, the SDS deputy group is convinced that the abolition of the ZIPO Act will contribute to greater transparency and justice in the pension system. At the same time, this will strengthen the trust of citizens in the equal treatment of all citizens without privileges.
